2010 European Year - For Combating Poverty and Social Exclusion

EU Year of Social Inclusion

2010 will be the "European Year for combating poverty and social exclusion".

  • 78 million people live below the poverty line (set at 60% of their country's median income). That represents 16% of Europe's population.
  • One European in ten lives in a household where nobody works. Even so, work does not always guard effectively against the risk of poverty.
  • For 8% of Europeans, having a job is not enough to work one's way out of poverty.
  • In most Member States, children are more exposed to this scourge than the rest of the population: 19% of children live under the threat of poverty; 19 million children are affected.

The year has been set up to recognise that:

  • all people have a right to live in dignity and take part in society
  • the public and private sector share responsibility to combat poverty and social exclusion
  • eradicating poverty for a more cohesive society, benefits all
  • commitment at all levels of society is needed to achieve this goal.
Planned activities
  • awareness-raising campaigns and studies
  • innovative schemes to promote social inclusion
  • conferences
  • competitions to identify success stories.
Activities will be identified and implemented at national level, involving civil society, local and regional authorities. Budget - At least €26m (€17m provided by the EU). Additional funding may come from other public or private sources. In the UK, the European Year against Poverty and Social Exclusion is intended to “shine a light” on what we are doing and how well it is working. The government is calling on all sectors to work together to improve social inclusion – with their 3 big aims being:
  • POVERTY AWARENESS
  • GRASSROOTS PARTICIPATION
  • LASTING LEGACY
The Department for Work and Pensions will lead on activity in the run up to and during the year. Timetable:
  • Launch calls for proposals – Summer 2009
  • Selection of activities – early Autumn 2009
  • Member States apply to Commission for funding to deliver national programmes – December 2009
  • Activities to commence – April / May 2010
In the East Midlands, the initiative was launched by the EAST MIDLANDS SOCIAL INCLUSION POLICY FORUM (lead by CEFET, the East Midlands Third Sector strategic body for the European funding and One East Midlands, the regional voluntary and community sector infrastructure organization).
